The Deposit Insurance Agency was established in January 2004 and is governed by Federal Law. It was set up to insure individual deposits in Russian banks; to ensure that compensation will be paid to depositors. It maintains a roster of banks participating in the deposit insurance system, controls the formation of the deposit insurance fund, including contributions from banks and controls the deposit insurance fund. The two key functions of the Agency are deposit insurance and liquidation of insolvent banks, which is deemed necessary to protect the interests of depositors and other creditors of banks in Russia.

They also use the solution to filter content and prevent the leakage of confidential data from within the Agency.
